YAS takes ATI Act to Local Councils: Calls for strict compliance by public officialsBy staff reporterIn its bid to contribute towards the successful implementation of the Access to Information Act (ATIA), Youth and Society (YAS) has taken the dissemination of the Access to Information Act (ATIA) and ATIA Guidelines to district councils. On 17 and 18 November, YAS in collaboration with the Malawi Human Rights Commission (MHRC), held ATIA dissemination meetings in Chitipa and Rumphi districts respectively, engaging district council officials, councilors, civil society leaders and youth groups.YAS Program Coordinator, MwandidaTheu, underscored the importance of strict compliance with ATIA by local authorities in order to facilitate citizens' access to information. “Councils as information holders are critical in facilitating the realization of citizens' right to information . The participants were targeted because of their relevance in the implementation of the ATIA," said Theu.She added: "We also needed to capacitate CSOs and citizen groups, as watchdogs, on how they can strengthen and facilitate the citizens' demand for information, hence their participation". Theu said the disseminations were convened following the organization's observation that most district councils in the country had limited information and knowledge about ATIA operationalization. “Much as the project was designed to primarily raise awareness among citizens on ATIA, we noted the need to strengthen capacity of duty bearers on ATIA implementation," she said.Macmillan Magomero and Frank Mkandawire, who are directors of planning and development for Chitipa and Rumphi, respectively, commended YAS for the dissemination sessions, saying it has helped the council and key stakeholders to better discharge their obligations prescribed under ATIA.The dissemination meetings were part of YAS's Rights to Information and Freedom of Expression project which is focused on influencing effective implementation and enforcement of regulatory frameworks that guarantees right to information and freedom of expression in Malawi.The project is being implemented in 10 districts in partnership with Oxfam and Development Communications Trust (DCT), with funding from the European Union.
